I have the honour to acknowledge the receipt of your Circular Despatch of 14th. September, 1911, enclos- -ing copies of the amended Colonial Regulations.

I note the substitution of word "head" for *sub-head” in Regulation 256 and that accordingly any further necessary disbursements on account of the service of a year can be met out of savings under the proper head.

I note also that by the amendment intro- -duced in Regulation 304 the authority of the Legislative Council as well as that of yourself will be required for defraying any excess of expenditure beyond the amount provided under any sub-head out of savings on another sub-head. I assume however that it is not contem -plated that the authority of the Council should be obtained in each particular case but collectively at the time when the Appropriation Account and Supplementary Appropriation are under consideration and that your own sanction will be communicated, as hitherto, simulta- -neously with the notification of non-disallowance of the Supple- -mentary Appropriation Ordinance.
